HHS Extends Transition Period For NON-ACA Compliant Group Health Insurance Plans

On April 9, 2018, the Department of Health and Human Services (HHS) extended an existing transition policy for certain health plans that do not comply with the Affordable Care Act (ACA) for an additional year, to policy years beginning on or before Oct. 1, 2019.

In our area, Northwest PA, health insurance issuers have the option of renewing current policies for current enrollees without adopting all of the ACA’s market reforms that took effect in 2014.

New Medicare Cards and Beneficiary Identifier (MBI) Issued by CMS

Medicare Supplement Erie PA + Medicare Health Insurance Erie PA


The Medicare Access and CHIP Reauthorization Act (MACRA) of 2015 mandates the removal of the SSN-based HICN from Medicare cards.  The purpose is to decrease beneficiaries risk to identity theft by replacing the SSN with a new Medicare Beneficiary Identifier (MBI).  The new MBI will have 11 characters and contain both uppercase alphabetic and numeric characters.


This is set to impact Pennsylvania over the next 2 months.  New Medicare Beneficiaries with April effective dates should be receiving new ID cards and MBI's immediately.  All existing beneficiaries are expected to receive new MBI's or HICN's by July 2018.

Saint Vincent Announces Termination of UPMC Contract

The next bump in the Consent Decree between UPMC and Highmark was announced today.  In an announcement made today, April 16, 2018, Allegheny Health Network’s Saint Vincent Hospital in Erie has informed UPMC Health Plan that effective July 1, 2019, it will no longer accept UPMC Health Plan Commercial members at in-network rates; the same will be true for UPMC Health Plan Medicare Advantage members, effective January 1, 2020.

UPMC stated, in an announcement earlier this month, they will no longer accept Highmark plans as of the same date in 2019.  We are staying on top of the network changes as they are released.

April is Distracted Driving Awareness Month!

April is Distracted Driving Awareness Month! The National Safety Council statistics show a 6% increase in motor vehicle fatalities, during the month of April.  That is an addition 3,000 motor vehicle fatalities compared to the monthly average. 

Each of the (over 40,000 in 2017) motor vehicle deaths are 100% preventable. Every distraction cell phones to dashboard infotainment systems to evolving voice command features – all pose a threat to our safety.

City of Atlanta Falls Victim to "Very Serious" Cyber Attack.

Hackers have infiltrated the city’s computer network and have caused outages to multiple internal and external applications for the city, including apps people use to pay bills and view legal documents.

The cyber criminals demanded ransom, which prompted an investigation by the FBI and the Department of Homeland Security, according to ABC News reports. The ransom price has not yet been revealed, or the city’s intention of whether or not to pay up.

“The city of Atlanta has experienced a ransomware cyberattack,” said Richard Cox, Atlanta’s chief operating officer, at a news conference. “This attack has encrypted some of the city data, however, we’re still validating the extent of the compromise.”

At the same news conference, Mayor Keisha Lance Bottoms described the cyberattack as “a very serious situation”. She said workers flagged up unusual activity in parts of the city’s computer network at about 5.40am this morning.

She advised city employees to be proactive and monitor their bank accounts for any suspicious activity. “We don’t know the extent [of the attack], so I would ask for people to assume that you may be included,” Bottoms said.

“Our information management team is working with the FBI, homeland security, also external partners from Microsoft and Cisco Cybersecurity incident response team to help resolve this issue,” the mayor added. “We’ve been working diligently all day long to try to come to some type of resolution.”

Officials have found no evidence to suggest the city’s emergency response networks, including police and fire lines, have been tampered with. The city’s water department and Hartsfield-Jackson Atlanta International Airport computer systems also seem to have escaped the hack.

First Day Of Spring!

Today marks the end of winter and the beginning of spring.  This may be difficult to tell in the Erie area, with highs still hardly above freezing.  Spring is a great time of year to take a few minutes to review your insurances.  Are you paying too much? Do you have the appropriate coverages?

Here are a few tips to ensure your home made i thrrough winter, and is ready for the summer to come:

Outside Your Home

The cold winter months can do damage to your house as well. Here are a few things outside your home that should be inspected to ensure they are in good condition:

  • Roof: Check for any damage from snow or ice, including damage from ice dams, and make any necessary repairs to reduce the possibility of leaks.
  • Gutters: Clean leaves and other debris from gutters and downspouts to keep water flowing and reduce the possibility of water damage.
  • Trees: Visually inspect trees for damage or rot, and remove (either yourself or through a contractor) any dead trees that might blow over in heavy winds or during a storm. Keep healthy trees and bushes trimmed and away from utility wires.
  • Lawn Equipment: Make sure lawn mowers, tractors and other equipment are tuned up before using. Store oil and gas for lawn equipment and tools in a vented, locked area.
  • Walkways and Driveways: Repair any cracks and broken or uneven surfaces to provide a safe, level walking area.

A little home maintenance in the spring can go a long way to keeping your home safe and secure throughout the rest of the year.

Erie Area Under Winter Storm Warning. Closing in on 200 inches!

The Erie area is under yet another Winter Storm Warning.  The National Weather Service is calling for up to an additional 5 to 10 inches of snow by 8 pm this evening.  We caution all to leave early, drive slow, and allow for plenty of time to reach your destination. 

As of 1:33 pm yesterday, Erie sat at 188.1 inches of snow.  This could be the storm to put us over 200 inches of snow for the 2017-2018 winter season.

Erie Digs Out Again
