How does the American Rescue Plan impact how much you will spend on health insurance?

The American Rescue Plan lowers health insurance premiums on Pennie. If you were previously eligible for financial assistance, like advance premium tax credits (APTC), to lower the cost of health coverage, you will be eligible for additional financial assistance to further reduce the cost of coverage. If you previously did not qualify for financial assistance because your income was too high, you may now qualify. 

The reduced premiums under the American Rescue Plan are for all of 2021 and all of 2022 unless Congress extends or makes them permanent.

American Rescue Plan COBRA Subsidy

100% Subsidy for a Maximum Period of Six Months (April 1, 2021 – September 30, 2021)

Under the ARPA, certain individuals and their families who lost coverage due to the individual’s involuntary termination or reduction of hours are eligible for a 100% COBRA premium subsidy for coverage other than a Health FSA.  The subsidy period is a maximum of 6 months beginning April 1, 2021 and ending September 30, 2021.  The applicable COBRA premium during the COBRA subsidy period is paid 100% by the who will receive reimbursement for such payment from the federal government through a payroll tax credit. 

For insured group plans not subject to federal COBRA (e.g., when state mini-COBRA requirements apply to exempt small employer plans or to large group plans after federal COBRA is exhausted), the insurance carrier is responsible for complying with the COBRA subsidy provisions.

If a subsidy eligible individual reaches the end of their maximum period of COBRA coverage prior to the end of the COBRA subsidy, the subsidy period is shortened (the COBRA subsidy does not expand the maximum COBRA coverage period).  Additionally, an individual who becomes eligible for other group health plan coverage or Medicare will lose eligibility for the COBRA premium subsidy.  Individuals are required to provide notification if they become eligible for other group health plan coverage or Medicare.  A financial penalty applies to individuals who fail to provide notification of eligibility for other group health coverage or Medicare.

ACA UPDATE: Executive Order issued 1/28/2021 created a new short-term SEP for exchange coverage.  Whether you have coverage now, or not, you can enroll in a Health Plan through Pennie.  On Monday, February 15, 2021, both the Federal Marketplace and Pennie will begin accepting applications for the COVID-19 Special Enrollment Period (SEP).

Important Individual Health Insurance Announcement

Pennie has extended our Open Enrollment shopping deadline for coverage effective January 2021.

Customers now have until December 22 to enroll in a plan for coverage that begins New Year’s Day.
Important Details for Customers Below:

  • All customers will continue to be able to shop for 1/1 coverage through 11:59pm EST on 12/22
  • Extended deadline is automatically available to all customers and will be reflected when they login and plan shop
  • Customers will not be able to enroll in 2/1 coverage until 12/23 (although they will be able to anonymously shop for 2/1 coverage from 12/16-12/22)

Customers enrolling for 1/1 coverage after 12/15 should remember to make a prompt binder payment to ensure that their coverage is in effect on 1/1.  Any delays could result in the customer not having all of their member materials in hand on 1/1.

As 2020 Medicare Annual Enrollment comes to an end.  Individual Open Enrollment is coming to a close, 12/15/2020.

We are over a month into Open Enrollment and we wanted to send a reminder that the first deadline is quickly approaching; December 15 is the last day customers can enroll in a plan for coverage that will begin January 2021.
