UPMC Health Plan announces Medical Commercial Group Rate Cap Program

UPMC Health Plan’s Medical Commercial Group Rate Cap Program is open to any new fully insured commercial group medical accounts that have 51 or more employees and effective dates of Oct. 1, 2021, to Dec. 31, 2022.­­ Below are some details about the program:

  • The program provides a 9.5 percent cap on the first renewal. The rate cap excludes any federal or state-mandated benefit changes or additions, as well as any federal or state taxes, surcharges, or assessments.
    • The group must maintain coverage with UPMC Health Plan as a total replacement during any year throughout the guarantee period.
    • Guarantees apply only to groups with 51 or more enrolled contracts in the first month of the initial year and during each renewal year.  Groups in the Eastern Region must have 100 enrolled contracts at the time of enrollment to qualify for the rate cap program.
    • We reserve the right to re-evaluate the guarantee if the final enrollment fluctuates by more than 15 percent.
  • On second renewal, the program provides a 12 percent cap on groups with an MER of less than or equal to 88 percent.
    • The MER calculation will include the standard application of actuarial completion factors in the medical loss ratio claim estimate.
    • The specified period for use with this calculation will include a minimum of six months of completed data in the current benefit year, with the exact dates to be outlined in the first renewal.

How does the American Rescue Plan impact how much you will spend on health insurance?

The American Rescue Plan lowers health insurance premiums on Pennie. If you were previously eligible for financial assistance, like advance premium tax credits (APTC), to lower the cost of health coverage, you will be eligible for additional financial assistance to further reduce the cost of coverage. If you previously did not qualify for financial assistance because your income was too high, you may now qualify. 

The reduced premiums under the American Rescue Plan are for all of 2021 and all of 2022 unless Congress extends or makes them permanent.

American Rescue Plan COBRA Subsidy

100% Subsidy for a Maximum Period of Six Months (April 1, 2021 – September 30, 2021)

Under the ARPA, certain individuals and their families who lost coverage due to the individual’s involuntary termination or reduction of hours are eligible for a 100% COBRA premium subsidy for coverage other than a Health FSA.  The subsidy period is a maximum of 6 months beginning April 1, 2021 and ending September 30, 2021.  The applicable COBRA premium during the COBRA subsidy period is paid 100% by the who will receive reimbursement for such payment from the federal government through a payroll tax credit. 

For insured group plans not subject to federal COBRA (e.g., when state mini-COBRA requirements apply to exempt small employer plans or to large group plans after federal COBRA is exhausted), the insurance carrier is responsible for complying with the COBRA subsidy provisions.

If a subsidy eligible individual reaches the end of their maximum period of COBRA coverage prior to the end of the COBRA subsidy, the subsidy period is shortened (the COBRA subsidy does not expand the maximum COBRA coverage period).  Additionally, an individual who becomes eligible for other group health plan coverage or Medicare will lose eligibility for the COBRA premium subsidy.  Individuals are required to provide notification if they become eligible for other group health plan coverage or Medicare.  A financial penalty applies to individuals who fail to provide notification of eligibility for other group health coverage or Medicare.
